Purpose: The San Francisco Sunshine Ordinance, in Section 67.24, PUBLIC INFORMATION THAT MUST BE DISCLOSED, covers reporting requirements for Sole Source procurement. At the end of each fiscal year, each City department is required to provide the Board of Supervisors a list of all sole source contracts entered into during the past fiscal year.
 

San Francisco Administrative Code Chapter 21G Grants (City as Grantor) went into effect on January 1, 2022. This included new Grant Contract reporting requirements and sole source provisions pertaining to grant award contracts, where the City is the Grantor. Specifically, each Granting Agency is required to submit an annual report by June 1 of each year, commencing on June 1, 2023, to the Board of Supervisors, listing each Grant that the Granting Agency awarded during the preceding calendar year without following an open and competitive process, and with the exception relied on for making each such Grant without said process. Instructions:


Step 1: 

Select Reports & Analytics in MyWorkLinks

 

Step 2:

Under Economic & Social Policy, select Sole Source Contracts and Direct to PO Agreements.




Step 3: 

Under Sole Source Contract Totals, you can view contract order and direct order purchase order totals for sole contracts, by purchasing authority.




Step 4: 

Enter the appropriate fiscal year into the “Contract Approved Fiscal Year” prompt


Step 5: 

Confirm that your department appears in the “Department Group Code” prompt.

 

Step 6:

Verify that all other prompts are blank, as appropriate, and click “Apply”.


Step 7: 

Click “Export” under the “Sole Source Contracts” report to download the list of sole source contracts into which your department entered during the selected fiscal year. Additional summary reports are also available for review.


Step 8: 

Review the output for accuracy and attach to your annual Sole Source Report.
